Led by NATO and U.S. trainers and shaped continuously by Ukrainian frontline feedback, the initiative reflects a sober recognition: the battlefield has changed faster than most institutions, and training systems must evolve from static curricula into living, iterative frameworks.

What stands out is not only the location—close enough to the eastern flank to feel strategically proximate, yet safely inside allied territory—but the program’s deliberate emphasis on foundational battlefield competencies. Rather than spending scarce time on introductory drone piloting or basic electronic warfare (EW) modules, Operation Legio concentrates on the enduring building blocks of combat effectiveness:

  • Combat medicine and casualty management under fire
  • Engineering and survivability, including fortification, mobility, and obstacle work
  • Infantry tactics and combined-arms fundamentals that remain decisive even in high-tech environments

This is an implicit endorsement of Ukraine’s institutional learning curve since 2022: Ukrainian forces have developed substantial internal capacity in drones and EW, and the training focus shifts accordingly—from “how to operate tools” to how to integrate tools into coherent battlefield systems.

From “drone skills” to drone-saturated doctrine: fighting with and against unmanned systems

The most strategically revealing feature of Operation Legio is its full-spectrum drone integration. Drones are not treated as a niche capability or a specialist add-on; they are embedded as a constant presence—both as intelligence platforms supporting trainees and as simulated adversary assets in force-on-force exercises. This matters because it mirrors the operational reality of the Russia–Ukraine war: persistent aerial observation, rapid targeting cycles, and a compressed timeline between detection and strike.

In practical terms, this approach signals a doctrinal pivot that many Western militaries are still digesting. The training emphasis is no longer “how to fly a quadcopter,” but how to fight inside a drone-saturated battlespace, where concealment, movement, logistics, and command-and-control are continuously contested. That shift carries several implications for NATO and partner forces:

  • Target acquisition becomes democratized: small units can generate actionable intelligence, shortening kill chains.
  • Counter-UAS is no longer optional: camouflage, dispersion, decoys, and kinetic/non-kinetic defenses become routine.

Notably, the program’s decision to exclude basic EW training—because Ukraine already has pipelines for it—also functions as a quiet validation of Ukrainian competence in the electromagnetic domain. Yet the broader message is more consequential: EW and drones are now inseparable, forming a fast-moving competitive cycle of detection, disruption, adaptation, and reconstitution. In that environment, training realism is not a luxury; it is the difference between survivability and attrition.

The on-site drone center: a battlefield-driven innovation lab with industrial consequences

The establishment of an on-site drone center, co-developed with Ukrainian specialists, is arguably the most future-facing element of Camp Jomsborg. It positions the camp not merely as a training venue but as a doctrine-and-technology refinement node—a place where equipment provisioning, experimentation, and tactical learning can occur in tight feedback loops.

This structure resembles the agile development model familiar to technology leaders: iterate quickly, test under realistic constraints, and update doctrine and hardware in response to user feedback. Translated into defense terms, it suggests a pathway away from slow procurement cycles and toward rapid prototyping and field-driven adaptation.

The economic and industrial implications are substantial, particularly for European and transatlantic defense markets:

  • Defense budget realignment: greater emphasis on drones, EW suites, sensors, and counter-UAS—potentially at the expense of some legacy platforms.
  • Standardization pressure: as Ukrainian-developed tactics and drone designs influence allied training, demand rises for interoperable systems, open architectures, and modular payloads.
  • Expanded role for SMEs and startups: the co-development model can elevate smaller firms capable of fast iteration, challenging traditional prime-contractor dominance in certain capability areas.

For commercial drone vendors and dual-use technology suppliers, the trendline is clear: militaries are seeking adaptable platforms, resilient navigation and communications, and supply chains that can sustain high consumption rates. The training environment at Camp Jomsborg effectively becomes a market signal—highlighting which capabilities are operationally relevant and which are becoming obsolete.

Alliance dynamics, deterrence effects, and the risks of an accelerating EW arms race

Operation Legio also captures a subtle but important shift in alliance dynamics: a two-way learning relationship in which Ukrainian veterans inform NATO instructors about Russian tactics and equipment, while NATO provides structured conventional doctrine and training depth. This “trainer-trainee inversion” is not symbolic—it is operationally meaningful. Combat validation increasingly outranks institutional pedigree, and NATO’s doctrine ecosystem may evolve accordingly, incorporating battlefield-tested lessons at a faster cadence.

Geostrategically, the program strengthens deterrence in Eastern Europe by improving readiness and interoperability. Training hubs inside allied territory institutionalize shared tactics, techniques, and procedures (TTPs), reducing friction in any future coalition operations and reinforcing the credibility of NATO’s eastern posture.

At the same time, the acceleration of drone and EW capabilities raises strategic risk. As jamming, spoofing, and counter-drone measures proliferate, so does the likelihood of spillover effects—including disruption to civilian GNSS-dependent infrastructure and increased ambiguity in contested electromagnetic environments. Managing that risk may eventually require clearer norms, deconfliction mechanisms, or arms-control-style dialogues focused on the spectrum domain.

Camp Jomsborg, through Operation Legio, is best understood as a practical response to a new military reality: warfare is becoming faster, more transparent, and more electronically contested, and the winners will be those who can learn, adapt, and standardize at speed—without losing the fundamentals that still decide close combat.
