Macao Leadership Candidate Pledges Economic Diversification
Sam Hou-fai, the sole candidate in Macao’s upcoming leadership election, has pledged to prioritize economic diversification for the city. This commitment aligns with goals set by Beijing and addresses concerns about Macao’s heavy reliance on its gaming industry.
The COVID-19 pandemic severely impacted Macao’s tourism and gaming sectors, highlighting the need for a more diverse economic base. China’s rollback of its “zero-COVID” strategy in late 2022 has begun to alleviate some of these pressures, but concerns remain about the city’s ability to handle future crises.
Sam is expected to secure leadership in the October 13 election, where a 400-member committee dominated by establishment figures will cast their votes. The majority of Macao’s population does not have voting rights in this process. Sam has already received 386 nominations, virtually guaranteeing his success.
The city’s safeguarding national security committee has affirmed Sam’s loyalty to both China and Macao. Chinese President Xi Jinping has previously expressed hopes for Macao’s economic diversification, a sentiment echoed in Sam’s campaign promises.
Currently, Macao’s gaming industry contributes less than 40% to its GDP, down from 60% in previous years. The incumbent Chief Executive, Ho Iat-seng, has already implemented a diversification plan, which Sam is expected to build upon.
Born in Guangdong province in 1962, Sam Hou-fai studied at Peking University and the University of Coimbra. He served as Macao’s top judge since 1999 until his resignation in August to run for the leadership position.
Critics have questioned Sam’s lack of business and executive experience. However, he defends his candidacy by citing his nearly 40 years in Macao and his experience managing the courts.
During his tenure as top judge, Sam handled several politically sensitive cases, including upholding a police ban on a Tiananmen Square vigil and a ruling that barred pro-democracy figures from a legislative election in 2021.
As Macao prepares for this leadership transition, all eyes will be on Sam Hou-fai’s ability to deliver on his promises of economic diversification and navigate the city’s complex political landscape.
